How to inspect, evaluate, and negotiate the purchase of a used vehicle: the complete pre-purchase inspection checklist, reading accident history, assessing engine condition, and using the FIPE table in the Brazilian market.

Buying the wrong used car is one of the most expensive mistakes a person can make. The difference between a well-maintained 5-year-old car and a neglected one with deferred maintenance can be $5,000–15,000 in repair costs over the following 3 years — often exceeding the purchase price. This module teaches you to evaluate a used car systematically, using the knowledge built across the entire course, so you can distinguish a bargain from a trap before handing over your money.

Objectives¶
By the end of this module, you will be able to:
- Conduct a complete exterior inspection: body panel alignment, rust assessment, paint overspray, accident damage signs
- Conduct a complete under-hood inspection: fluid conditions, belt condition, hose condition, corrosion, evidence of leaks
- Conduct an interior inspection: electrical function, wear patterns consistent with stated mileage, signs of water intrusion
- Perform and interpret an OBD-II diagnostic scan on a vehicle you're considering purchasing
- Interpret a vehicle history report (Carfax equivalent) and understand what it can and cannot tell you
- Use the FIPE table (Brazil) or equivalent market reference to assess fair market value
- Apply a systematic negotiation strategy based on findings from the inspection
Theory¶
The Pre-Purchase Inspection Framework¶
Structure: Walk-around → under-hood → under-car → interior → OBD-II → test drive. Each phase has specific checkpoints and pass/fail criteria. The goal is not to find the perfect car (they don't exist) but to identify: (1) safety issues that make the car undriveable or dangerous, (2) major upcoming repairs that affect value, and (3) evidence of deception (odometer rollback, accident history not disclosed).
Exterior Inspection Checklist¶
Body panel alignment: gaps should be consistent between panels; uneven gaps suggest body repair or replacement panels (accident evidence). Paint quality: overspray on rubber seals, glass, or inside door jambs indicates body repair outside of factory conditions. Rust locations: surface rust (acceptable, monitor) vs. structural rust (reject) vs. underbody rust (climate-dependent, evaluate severity). VIN plate on dashboard and door jamb: should match and not show signs of tampering.
Under-Hood Inspection¶
Oil condition (Module 02 skills): milky = head gasket, black sludge = deferred maintenance, thick deposits = overheated. Coolant condition: rust = poor maintenance, oily film = head gasket concern. Belt and hose condition: cracks, fraying, swelling. Fluid leaks: oil drips (acceptable in small amounts on older engines, unacceptable in pools), coolant leaks (more serious). Evidence of recent cleaning: an engine bay that has been freshly steam-cleaned on a high-mileage vehicle may be hiding leaks — press paper towels against lower areas after test drive.
OBD-II Pre-Purchase Scan¶
Connect adapter before test drive. Check for stored codes, pending codes, and readiness monitors. Readiness monitors: if most or all monitors show "not ready," the battery was recently disconnected to clear codes — a major red flag for a vehicle being sold because it would not pass emissions testing. Only emissions tests allow this to be a problem; in non-test markets it indicates deception.
FIPE Table and Market Valuation (Brazil)¶
FIPE (Fundação Instituto de Pesquisas Econômicas) publishes monthly reference values for used vehicles by make, model, year, and fuel type in the Brazilian market. FIPE is widely used as a starting point for negotiation, though actual transaction prices can vary ±20% from FIPE based on condition, mileage, and location. A well-maintained vehicle in excellent condition may fetch above FIPE; a vehicle with high mileage, accident history, or deferred maintenance should sell at a discount.
Negotiation Strategy¶
Information asymmetry is your asset once you've completed the inspection. Document every finding. Present findings not as accusations but as cost estimates: "The tires will need replacing at approximately R\(1,200; the brake pads are near the wear limit at approximately R\)400 for parts; the OBD-II showed a P0420 code which typically means the catalytic converter needs replacement at R$800–1,500. I'd like to account for these in the price."

Common Pitfalls¶
- Buying based on appearance alone — a clean interior doesn't mean a maintained engine
- Not running an OBD-II scan before purchase — many problems that are "not obvious" show up as pending codes
- Accepting "I just reset it because the battery died" as an explanation for blank readiness monitors
- Not having an independent mechanic inspect the car — a PPI at an independent shop ($100–200) is the best investment before any large purchase
- Over-relying on a history report — history reports only show what was reported; unreported accidents (common) don't appear
